Ok, sorry it took a bit, but I just verified that I can connect to my AirPort Express base stations from my 2008 Mac Pro, running OS X El Capitan 10.11.6. Mac with OS X 10.7.5 or later and AirPort Utility 6.3 iOS device with iOS 6 or later and AirPort Utility 1.3 Printing: Mac OS X 10.2.7 or later PC with Windows 8, 7 SP1, Vista SP2 or XP SP3 Shared USB drive: Mac with OS X 10.4. However, this problem is obviously not an Apple issue but a basic Microsoft one: corrupt TCP/IP settings.
That does not resolve the issue, though. I also thought that the error might be related to my use of Apple's Wireless Distribution System (WDS) to connect my Airport Extreme with a remote Airport Express. You can then manually access the desired router. I deleted all the HP software, downloaded the most recent software from the HP support site and the most recent drivers from the Apple site. I was having the same persistent problem accessing my Airport Extreme router at my office using my HP Windows XP machine (one of my last non-Apple computers).
